You can't have it both ways. Money breeds corruption and abuse.

Inevitable. That's the idea behind amateurism. It purifies the competition, in a nutshell.

First off, no way the Cali schools can be allowed to have their own set of rules. There is a basic fairness in competition issue here. I think the NCAA should throw all Cali schools out of the NCAA if their legal efforts to block this fail. Cali can create a CCAA, and the rest of the country will compete in the NCAA. I know that's simplistic and the NCAA may need a state the size of Cali, but that should be the idea.

Then, take a step back, think about what we want the NCAA to be. This is almost entirely an issue just for men's hoops and football. I don't believe any other college sport is high-profile enough for this rule to really matter. So what do we want these sports to be? Semi-pro? No longer really amateur? OK, but then the abuses you're talking about with the Tuscaloosa car dealership will happen. It will be widespread. Dynasties will, I think, become more dynastic.

That will be the trade off in order to let star players reap the rewards of their star power while in college. I think it's unavoidable. Other choice is to provide a realistic path to professional stardom in those sports for those high school stars who want to forego college and start earning cash dollars immediately.
