I hear ya, so here is an example of a message a party can send

Coal miners have some skills.

How do we translate them long term to something else?

This is being proved in several areas of the country. Give the miners an aptitude test. If they pass, start training them.

The same thing happened in the nineties. We were short on IT skills. It was found that liberal art majors who where good at art or music had a chance to be very good at IT. Companies started giving aptitude test to these folks. If they passed, they hired and trained them. I work with a young lady who had an art degree that went through that program and she was really good. I met a young man who had an art degree, went into special forces with the air force, and became a damn good java developer (i.e. works at Amazon)
