in the age of nationalism, but that would have been the best immediate path to isolating them and presenting a united front.

You've probably seen various articles like the attached about pushback in Asia against China's belt and road projects. Basically, they are taking control with debt. If we'd focused our trade wrath on China instead of Europe and everyone else, we'd be much likelier to have allies - and it wouldn't matter where they were in their economic cycles. Nobody would be happier to help isolate China than Japan. Japan can't blame it's problems on China, but slowing China's economic expansionism would only help them climb out of their hole.
