That's correct. There were reasons for that originally. The House was


considered to be the direct voice of the people; the Commons in the UK. The Senate, like the House of Lords, a cooling and more deliberative influence but representing the states. The problem was that the selection of Senators by the legislatures became quite contentious sometimes to the point of some states, Indiana I'm thinking of specifically, that didn't send a senator for 2 years! In other cases, like California, the senators became subsidiaries of the railroads who purchased the state legislature.

Also, if you're concerned about apportionment, this most certainly wouldn't solve it. We currently have population clustered to the extent that within the next few years 80% of the Senate will represent about 20% of the people. To address it would be difficult though. It would require a rethinking of the federal system (a state would get a minimum of one senator, for example). I don't see states voluntarily giving up a senator, do you? Others though would get more than one (CA, TX, FL, NY, IL, for example come to mind) still elected at large. Again though this reduces minority power. Good or bad?

It might be for reasonable to redraw the states. Their boundaries aren't sacred after all. But that would be a can of worms, too! I'd be open to any of these things but I don't think any of them are feasible in the current environment.
