Again, you are ignoring February and early March.

I am not blaming Trump or anyone else for the stockpile being depleted on January 31, 2020.  There are not enough resources to be prepared for every hurricane scenario, earthquake scenario, terrorist strike scenario, pandemic scenario, etc.  Leaders and governments have to prioritize limited preparation resources, and generally it doesn't bother me that we didn't prioritize massive resources for a hypothetical once-in-a-lifetime pandemic event.

My issue is that, given that baseline, once it became a hey-this-is-happening-now-and-spreading-around-the-world instead of a once-in-a-lifetime hypothetical, the President chose to ignore the threat.

A "mistake" along the way would be ordering 30,000 ventilators when we ended up needing 40,000 or only 20,000.  Completely ignoring the problem and hoping it will miraculously disappear even though observable evidence around the world showed that was not the case, is not just a mistake.

An example on a smaller scale is how my company kept an eye on the virus and started planning what different scenarios might play out around the world and how that would impact our business.  One of those things is that we might need more laptops to enable everyone to work from home.  Once they noticed the trend was bad enough, they ordered almost $1M worth of laptops - back in February.  I'm sure they didn't want to spend that money for something they might not end up needing, but imagine the loss of revenue if those parts of the business had had to shut down because we weren't prepared for that.  No one would blame them for not having hundreds of extra laptops on hand all the time just in case, but once the virus became a real threat, it was prudent of them to plan out contingencies, and then to purchase them the stronger the threat became.

That's the type of planning that should have been happening in early Feb by the administration.  Hell, even if Trump chose to ignore it in early Feb, Italy was starting to lock down in places Feb 21st, and it took almost 3 weeks after that for Trump to start taking it seriously.

Of course no response would have been perfect, and even if Trump did everything perfectly we would still have equipment shortages and deaths and economic devastation.  But paying attention to the problem, listening to experts early on, and greater planning and preparation starting in early February - instead of blowing off the problem until mid-March - could have significantly reduced the impact.
