The root cause is housing and land use.

If we're going to address root causes, we would need to dismantle anything that allows upper middle class white people to keep everyone else away from them. Thanks to zoning, white people have been allowed to re-segregate our towns and suburbs. Thanks to gentrification, white people have been allowed to re-segregate our cities. Since schools are funded by property taxes, this effectively creates a two-class system in education. It is becoming increasingly difficult to bootstrap your way up the ladder.

Of course, if you dare to push back against these things, you incur the wrath of those who tacitly support them. If you're not sure who those people are, look for the houses with "Spread Kindness. Build Community." and "Black Lives Matter" signs in their yards.
