What’s the legality and case law for stops made by non law enforcement?


All of the case law that I am familiar with discusses “stops” (which include traffic stops) conducted by law enforcement. I am trying to think of a situation where a non law enforcement officer could legally stop a citizen and where the citizen would be required to yield and comply with the stop? I’m not sure how a a City passes an ordinance and changes a lot of well established Court rulings?
