You could probably argue the same thing for civilian traffic law enforcement. If you stop, they write you a citation. If you don't stop, there's probably not much they can do and there would be questionable legal standing for any enhanced citation for failure to stop for a civilian traffic enforcer. . That set would ether be acceptable or not acceptable to Berkeley. Like I said, it's for them to figure out. Or maybe it ends up as cops without guns as you say. I don't really care too much either way
