control of both houses pdf the legislature and the governor's mansion, Colorado Democrats were at the forefront of passing a ballot issue amending the state constitution to create an impartial (3 Dems, 3 Republicans, 4 independents IIRC) reapportioning committee to create the boundaries for the congressional districts after the census.
I am aware off two or three other such constitutional amendments in states where Dems could have just sat back and gerrymandered the other way.
