Here's the thing, though. in VA the governor has not indicated schools need


to be closed. he's given some safety guidelines, but it's the local school boards deciding to be closed or open or hybrid. the school boards, in this instance, are like your restaurant "owner"

he's restricted restaurants. some owners have chosen to be open some have chosen to be closed. there's really no difference. friday's restrictions clamped down on restaurants even harder. there were no such tougher restrictions/guidelines put on schools

(edit: and the restaurant owners that decide to be closed are not denying the public of a service that they are collecting taxes in order to supply)
