I can see it happening in a country store.

I myself was standing, a few months ago, behind a transaction at Andes Store in Remington VA with my (excellent, if a little salty) fried chicken slowly cooling down to room temperature while the cashier and the manager/chicken fryer collaborated on a complicated transaction involving EBT payment for EBT eligible items and cash purchase for cigs and lottery tickets.

If the cashier had had her way, the customer would have been sent on her way when she whipped out the EBT card, and only when the manager intervened was the customer able to complete the purchase. So the clerk's default was, No. At this store, on this occasion.

But I could see it happening the other way with a clerk who didn't know, and I can see a clerk not knowing, say if it's the regular clerk's nephew who is only there because the clerk had a doctor's appointment or a court date. Which happens, out in the sticks.
