Having their commission-based or hourly jobs shut down and being told to wear a mask (and have some sort of 'control' foisted upon them) was never going to fly, at least not enough numbers to maintain their baseline fervor. Plus, the wild-west-styled speculating gamblers weren't going to support any sort of shutdown for any reason.

That isn't to say he didn't play his hand very, very poorly. Given all of the above and baking it in to how one might grade his performance, he STILL fucked things up royally. Just goes to show that mafia-style governance only works in the underworld or if you control every aspect of daily life (like Russia).
