Yeah maybe. I mean you could lower it to $500 or something I guess. But

again, who making retail wages is going to try to stop them? A few years ago in toney Sammamish, I was talking to a cashier at the local QFC right after Washington started allowing grocery store liquor sales. Before they increased security around the liquor cabinets and beefed up cameras, he was there several times late at night when groups of people came in and just walked out with shopping carts full of alcohol. They were brazen, probably armed, and he was instructed specifically to NOT stop them. "Which is a good thing." said he. "They don't pay me enough to do that!"

This went on for some time before it was resolved and I'm not aware that these thefts resulted in many if any arrests of the perps.
