If your point is that…

…you should have cut your expenses to reduce your net loss, then no argument here.

As a side point — and while knowing you are just making a pithy analogy — comparing a business to government is nonsensical. Their incentives are completely opposite, primarily because 1) businesses spend their own money while governments spend other people’s money, and 2) businesses have to earn their revenue whereas governments just confiscate it.
