If the board gave you your usual $40K raise that they'd given you every

year for the past 5-10 years, it would have covered the cost of the car and you wouldn't have a deficit.

Under normal circumstances - maintaining the status quo of getting a $40K raise every year - you would have been fine, but the reduction in your raise compared to what you'd gotten previously is what caused the problem.

You're really bad at this.
