3) Governments may need to provide a critical service even at a loss


A private business may close up shop if revenues don’t at least equal expenses. The Government may need to continue to provide the service even when revenue is down. Remember not all Government services are financed by traditional tax collections (aka confiscations). Some come from user fees. A bridge that provides a vital transportation link should not be closed when projected revenue declines because people are driving less during a pandemic. Some expenses may be reduced but others like required maintenance need to continue to not only provide the service but to protect the government owned asset for future use.
