It does, has, and always will. It's cultural more than anything.

But that is hardly a new phenomenon.

Keep in mind Trump did not win by getting rural voters to vote GOP. He won by capturing or making inroads in some of the middle class and working class suburbs in cities like Cleveland, Cincy, Detroit, Jacksonville, etc. and small cities that have been declining. Rural voters are always conservative -- I think it's perfectly normal to view the role of government and the world differently when you live in rural SWVA than someone who lives in a densely populated and diverse metro area or city. Honestlyl that's something representative democracy (i.e., congress) should address if they could act like grownups.
