You conveniently left out that I said most (not all) of what you were talking about (that is, the examples you gave) were intentions (that is, forward-looking statements). Nowhere did I say that he never lied. Nowhere did I say that there weren't impacts from when he did.
Given the thresholds you've set (that a forward-looking statement - that is, a well-placed intention - that doesn't come to pass because the speaker didn't foresee how the market would react, Congress wouldn't budge, etc. is a lie), we're just gonna have to wait to see how what Trump says plays out before we can deem them to be lies or not.
I also get the point about impact to the American public. My employer-sponsored health care premiums ballooned, which totally sucks. Point for you there. Trump simply has not been in office long enough for impacts like that to take effect. In the meantime, however, the credibility of the office takes a hit every time he spouts one of his inane lies/statements/assertions.
