Fine, but then put in the teeth required to make it such that
EVERYONE must buy insurance and people can't game the system by simply paying a fairly nominal penalty (which is far less than the cost of insurance) and then be guaranteed the right to buy insurance with a pre-existing condition when they need it. Great nations don't need to provide systems that can be gamed by freeloaders.
If everyone has insurance at all times (or the equivalent payment in the form of a penalty which goes into the insurance pool), there's no such thing as a "pre-existing condition".
Don't take this as support for the GOP plan in anyway, but the Dems could have made the "free rider" issue with the ACA a moot point, but they chose to not make the tough but necessary decision. And the ACA suffers from bad risk pools, and ever increasing premiums as a result.
