This comes from a GOP mindset that the poor have only themselves to blame
People are unhealthy, get diabetes and cancer because they eat junk food. People are poor because they just don't work hard enough. People are on food stamps because they want to be. People are on Medicaid because of their own choices. People are trapped in cycles of poverty because they are lazy and ignorant. Oh and maybe if we cut off gubmint cheese, we will force these people back to work.
It's a selfish, blindered way of looking at the world. It ignores socio-economic complexities. It ignores issues with discrimination. It ignores institutional barriers to upward mobility. It ignores the everyday realities and indignities suffered by most of the poor who benefit from these programs -- most of whom have jobs, albeit low paying ones.
there is a subset of the beneficiaries of these programs who are lazy, ignorant and just chronically incapable of making good life choices. As a society you tend to suffer through paying for their misfortune because you know most of the rest are really trying.
To the GOP, there is no difference. If you are poor, you suck and don't deserve the gubmint teat "because dammit, my parents were working class and look, now I'm a GOP budget director!" It's your drunk Uncle Walter's view of the world, written into a major party platform.
