What's this?

The problem comes not from the concept of

rather how the term is defined. That's the problem with centralized control of any large group of peopleyou're simply never going to find agreement as to what is in the best interest of "the people". The more localized the issue, the more likely agreement can be found, but even then it is damned near impossible and the more control government is given over our lives and livelihood, the more the divide over who should govern will grow.
