The Greenway has a lousy cost model too


Someone else owns the Greenway and so it doesn't have the benefits to the area that it should. The prices are borderline too low during rush hour (traffic is bumper to bumper, if not stop and go) and way too high otherwise (people generally avoid the $5 toll to save a minute or two and crowd Rt. 7/28 instead.

We will see more congestion-based pricing but the notion of selling future toll revenues to corporations is dead. We are seeing more congestion-based pricing (see I95), but the state is keeping bulk of the money as part of the private/public partnership.
