Ultimately the result is the same, subsidies end, and the claim of how they impact Tesla, or benefits competitors is irrelevant.

I do agree with the article you linked about ending subsidies in just about every way. Which doesn't mean I disagree with Musk's point. FTR, I'm a big fan of Musk's and what he's doing at Tesla and elsewhere. He's arguing, as he should, for what is ultimately best for Tesla vs. his competitors. He'll use the subsidies to his benefit as long as they exist (and I don't blame him for using what I, and your article, see as a flawed system), but he also recognizes being without them would help him vs competition in the market he wishes to be in (Boca's neighbors) while making the negative publicity about taking subsidies go away, and make it harder for competitors to catch up to him.
