Well, by that definition any gov't handout program would qualify. It may
not be "prosperous" by how you or I would define it but they are better off without having done anything for it beyond existing.
Greece, Puerto Rico, and many other places could show you legislation that made many people "prosperous" (vs if those Govco jobs didn't exist, and thus labor cost went down with higher supply available), but still required effort by the prospering.
I'm guessing I'm missing the point you're trying to make.
