I agree that people get the most benefit out of this bill in 2018 (likely a reason why the bill was drafted the way it was). So I don't think the messaging should center around this bill.

There are enough terrible aspects of the bill that can be highlighted, though (Trump and other individuals benefitting from it, broken promises on carried interest, targeted attacks in CA, NY,NJ, etc. with high local taxes), rust belt attacks on lack of teeth for companies that ship jobs overseas. Also, I still think most people's tax changes are going to be modest, so there won't be a significant change in perception of this bill over time. But, to your point, I wouldn't necessarily focus on this bill. Healthcare should be their number one focus (though they can tie in this bill's strike of the individual mandate and the impact that is projected to have)..
