The CWA went way out of bounds with waters of the US issues
I know one of the original EPA members who consulted on the law. He said it was never meant to regulate every intermittent stream or wetland in somebody’s backyard. There are people looking over their shoulder wondering if they can cut cattails behind their shed these days without an eight month waiting period for a permit. My guess is Pruitt is looking at some of these extreme cases and not looking to pollute the Mississippi because he feels like it.
