Possibly. But, that mess is his own doing.
He is getting sweetheart deals from lobbyists (of projects his agency is ruling on) and flying first class against department policy in addition to other items.
I think his actual policy is more detrimental to us than ripping off taxpayers, but I have no problem attacking the 'drain the swamp' cabinet by pointing out how corrupt/swamp-like Scott Pruitt is. These aren't unsubstantiated attacks or twisting of facts. It's a mess of his own making.
Water pollution isn't something that is easily reversible. We still can't eat fish from the James River in part because of a kepone spill 40 years ago that still isn't cleaned up. I don't trust Pruitt to make sure our waterways are safe, and if his ethical lapses bring him down, I'm fine with that.
