The cattails were in what was determined to be a wetland
It was essentially a wetlland impact when the cattails were cut. The owner had graded his property years earlier that had caused the creation of a a wetland that ended up with cattails and a few other plant species. There was no violation in this case but he was asked to have an impact statement next time to make sure the wetland wasn’t in a classification that it needed to be regulated. Certain states and Army Corps districts often have different interpretations how to treat these cases.
