In farm country, most programs, like
price support are contractual. Farmers get the protection and give up the right to drain wetlands in exchange.
It has always been a big pet peeve when those farmers complain about keeping their end of the contract.
Fwiw, farmers can plant in wetlands, but they can't drain them to plant. I own about 280 acres. On a normal spring, my brother-in-law farmer can out in 200 acres of crops. In a wet year, maybe 195. A very dry year can get in maybe 205 as he can plow cat tails and slough grasses.
