The Cohen warrant was obtained by bringing evidence before a judge.

I see no connection between that and the existence or absence of circumstantial evidence against anyone named in that letter. You think the Trump Justice Dept is politically motivated not to pursue any of those people? Isn't it a tad more likely that if nothing is pursued, its because there is no evidence?

OTOH, for all any of us knows, investigators may be dotting i's and crossing t's as we speak with the intent of initiating some action. If that turns out to be the case, all this letter will do is discredit that as politically motivated.
