Which scenario is more believable?
Scenario 1: The FBI received a tip from Australia that somebody in the Trump camp, Papadapolis, received information about Russians having stolen Hillary emails. Following up on this tip, they had an informant ask some questions of Papadpolis, as well as other people in Trump's orbit with known Russian contacts, like Page and Manafort, to see if there's anything to these stories. Halper didn't seem to do much follow up work.
Scenario 2: The Obama deep state FBI wants to defeat Trump at all costs. They decide to send in an undercover spy into the Trump organization in order to defeat him. After months of investigation, they strategically hold onto the information tightly, giving no evidence that an investigation is ongoing, while at the same time they publically releasing information on Hillary's investigation. The FBI then decides that the perfect time to strike to destroy Trump is **checks notes** after Trump wins the Presidency.
After laying it all out there, they do both seem equally plausible.
