Actually, what you read about the batteries is incorrect, but close.
A typical 'full' charge should last about 24 hours in a lithium battery. Some more, some less based on their quality. Constant cell usage (how they communicate data with the servers) draws a great deal of power. Bad cell service drains at a greater rate. On board storage of data (geo points each minute 1,440/day, inclusion/exclusion zones etc.) plus ongoing self-diagnostics contribute to the draw down. Typucally, you must charge continuously for 2 hours to fully charge...if you do so consistently each day. If you let the unit draw down too far, it will tske 4+ continuous hours to fully charge. 1/2 hour won't cut it.
Considering that 40,000 people/families bkew off their asylum hearings just last year (and disappeared), plus the fact that 80% of the cases actually seen were justifiably rejected, i am not sure I agree that ithey have the incentive to show up. It is much easier to disappear when they know they will be impossoble to find, given our lack of resources. Trust me, the grapevine between offenders on bracelets is a virtual superhighway of ways to game the system.
