We're already heading down the path of employer-sponsored health insurance being primarily for higher wage-earners. There are exceptions of course but companies that can are pushing lower wage-earners off of the payroll and turning them into consultants, part-time employees, etc. My proposal involves gradually turning fringe benefits like employer-sponsored health insurance into taxable income and using the money towards direct payments to insurers who cover individuals with pre-existing conditions. This will promote the migration of the health insurance burden from employers to citizens and ultimately to the point that insurers become true service providers as opposed to rent-seekers.

Crazy, I know, but for all of Warren's supposed brilliance and wonkiness, I have seen no proposal like this from her or from anyone else. Instead all I see are proposals who the economists say have no basis in reality.
