A big part of the problem is that mostly Rep state and local politicians

followed Trump's lead in dismissing this as a hoax, as the flu, etc. I'm not sure they would have behaved any differently if Biden had been president but I think they would have behaved differently if Trump had acted responsibly.

I DO think that e.g. National Emergency and Defense Production would have been invoked earlier, which would save some lives. I think maybe recognizing the problem six weeks earlier gives Seattle and NYC the political ability to take more drastic steps earlier. Maybe Biden requests that governors and mayors close large social gatherings spots like theaters and concert halls that tend to cater to many but employ few. That would be far preferable to closing all but necessary businesses. I think that would have saved a lot of cases with minimal economic impact.
