After calling it influenza for weeks and a media hoax to damage his re-election, do you think he studied the South Korean response and said, no that's too harsh and invasive for us? It never crossed his addled mind.

That scenario is a ridiculous non-starter anyway, under the circumstances, from a constitutional perspective, requiring involvement from Congress and the courts.
