How does it happen?
Because police get tacit carte blanche approval to do whatever the hell they want without fear of successful prosecution save irrefutable video evidence. Why? Because (a) otherwise-good people have been brainwashed into believing that police overstepping their authority simply is matter of a few bad apples or (b) don't really give a shit as long as it doesn't happen to them or (c) it keeps the POC in line.
There's another video shot yesterday of a white, female Franklin-Templeton VP calling the cops on a black man in Central Park who dared to insist that she leash her dog. After approaching the man and putting the leash in his face, she proceeded to just about strangle her poor dog and became more and more hysterical during the call where she repeatedly said the "an African-American man" was threatening her. To listen to the call, one could easily be convinced she really felt like she was in danger. Maybe some attorneys could clarify what the law says about contextual evidence like this and how it can completely ruin somebody's life.
In short, our justice system is fucking broken due to lack of police oversight and social, prosecutorial, and judicial credulity wrt police accounts.
