99% of the time. We live in a 0 tolerance world, so just one example on viral video nullifies 99% compliance. Which is not a bad thing, since one wrongful death, or example of any sort of unjustified police abuse, is one too many.
Perception and confidence is the key imo. I don’t think we’ll ever eliminate all examples of excess force, rule breaking, unreported abuse, etc. If the public believes in systems of accountability for rare examples (and that the instances are in fact extremely rare), I think we’ll be in a better place.
