The article said only 2 police departments have implemented all 8


and one was federally mandated.

This is a good game plan and some should be followed 100% of the time. But every situation is different and cannot be expected to follow a scripted response. At some point you have to trust adults to make decisions and succeed or fail by those decisions. Unfortunately the nature of the beast means lives may be lost and the consequences should fall where they deserve.
