someone with a choke hold when deemed unnecessary force is still illegal in all 100 is it not? And even not killing someone but using a choke hold when deemed unnecessary force could still lead to an officer being suspended, demoted, or even fired correct?

That sounds like there might be a training issue with regards to choke holds, and better understanding how it can end tragically which the officer surely doesn't want if only for their own sake. But an outright ban seems like it could be an emotional overreaction due to the current tragedy, that could actually lead to more deaths if the officers are now more likely to reach for their gun because they can no longer use a choke hold.
