Ban chokeholds and strangleholds
Chokeholds are banned to gain compliance. Chokeholds and everything else are allowed in a life or death fight. Just like police officers are not trained to hit people with a table lamp, every thing is in play in a fight to the death.
Require de-escalation
It’s required and taught. It’s also used successfully thousands of times a day somewhere. As I mentioned in a post yesterday, college educated officers usually do better because they generally have better communication skills. But this has become a challenge to police departments as they hire young officers who are more comfortable with non-verbal communication. Having to teach how to talk to people because you can’t send them a Snapchat.
Require warning before shooting
Required when practical. And many shootings are avoided because the suspect complies. Not practical when the suspect comes out of the gate with deadly force.
Exhaust all other means before shooting
Again. When practical. Departments have use of force continuum’s but they don’t have to go step by step. See above
Duty to intervene and stop excessive force by other officers
Police officer have a sworn duty to protect human life. Even when the victim is the person being arrested and the suspect committing the assault in another officer (or even a superior officer). Not an easy requirement but it comes with the job.
Ban shooting at moving vehicles
Generally yes. But what if a police officer is standing in the street and a vehicle drives by while shooting at the officer or shooting at someone else?
Require use-of-force continuum
See above. This is the same thing as exhausting other means
Require comprehensive reporting each time an officer uses forces or threatens to do so
Not only is the organization required to report it for statistics purposes but officers are required to report it when they use force and other officers are required to report it when they witness it. Most use of force is not excessive. In departments with healthy organizational cultures the number one reporters of misconduct by police officers are other police officers
