In April we were still only testing symptomatic people who had reason to

Believe they had been in contact with an infected person. We were starting to get beyond that but for the most part those high rates were because of who we were testing. As you said those rates came down as testing rates grew through May but they have recently taken a disturbing reversal. Your point about seven day average is a good one and does smooth out some of the difference I was talking about
