I don’t think you meant that other countries have dropped the ball.
I think you meant that our local government should be looking at those countries who have gone back to school successfully and how they did so. As Matt has suggested elsewhere it starts with having a low local positivity rate, transmission rate. Then it appears a best practice is in fact as you suggest to start with the 10 and under kids. Get them in school phase in the older ones while they’re doing learning from home.
I guess I wonder why out country, unlike the countries that went back to school successfully, doesn’t have a national plan, or at least guidelines to enable localities to plan for their own circumstances.
