I think it's the opposite. I think we're inefficient in our education
spend. Our education system is bloated with bureaucracy which has both a tangible cost (the cost of the bureaucrats) and an intangible cost (inability to adapt and find solutions to education problems).
I agree that the younger kids in particular need to go back. Even with the right level of investment in distance learning, there's only so much you can do to keep the young kids engaged in a distance learning environment.
Our school is allowing kids to opt in to in class learning. We have to make the call by July 31st. There will be another opt in period in mid Sept. I think we're going to wait to the Sept opt in. Based on discussions with our friends, it will likely be half and half (at best) to start, so the social distancing should be easier with fewer kids.
