Here's a breakdown of public school spending. It includes
capital expenditures (which could be in part for building future capacity), but it's roughly 8% of the total. That's just public school spending which at $677 billion across 55 million K-12 students works out to ~12K per student. Throw in private school spending and the per student average goes up (or take out private school kids from the denominator of the per student spending calc against public spending) and it all seems to foot pretty close to the $13.8k per student. I don't think it's artificially inflated by buildings for future kids.
