Southern state governments took up arms against the United States


in order to preserve slavery. If 100% believed in loyalty, you still choose that to which you are loyal. George Junkin, the father of Jackson's first wife, was president of Washington College and was one of those that condoned slavery. But he resigned his position and moved north because of his staunch opposition to secession.

If half of the population "probably condoned slavery," southern state governments or secession conventions still decided to go to war rather than accept the 1860 election results.
