1) Are you aware of this strategy working anywhere in the world? (I appreciate that you're not an expert. I'm just wondering if you thought of this on your own, or you'd seen it done elsewhere.)
2) How would you enforce it if people don't comply? Many people won't wear masks now, social distance, etc. There's no way they're going for even stricter measures. What do you do if the entire states/state governors don't comply (e.g., FL, TX, SD, etc.)?
3) What would you estimate the costs to be (qualitatively or quantitatively)?
