So two things I think are relevant. First CDC guidelines are based on the data they have at the time. Fauci says all the time that their recommendations will be evolving on at least a monthly basis. So they may change by June 1.

Secondly the worry behind the guideline is less about risk to the camp attendance and counselors but more about how that could be a super spread event where someone comes in with the virus and spreads it to everyone else. Maybe the infected don’t even know they’re infected but they go back to the real world which is increasingly acting like transmission rates are at a low level and they spread it and , potentially, or eventually, spread it to at risk people.
