It's not a good situation, but the politicians in Europe are trying to
salvage their own reputations more than anything else. They've all been defaming the US pull out and in the same breath reminding their citizens that they all left in 2016. If they were so concerned about Afghanistan and its people why did they wash their hands of it 5 years ago?
There are two aspects to NATO. One is the military power. That hasn't lessened at all. The US was not defeated in Afghanistan, we pulled out because we were war weary, just like all those European countries did. The second aspect is political and economic power. That takes a hit because the belief that the US can impose its will anywhere on the globe is clearly false. So, yes, in that aspect, Russia, China, et. al. benefit, but they still aren't going to challenge NATO anytime in the near future. For the US and NATO, its a lesson learned in poor planning rather than an indicator of shifting global power structure. The US still dominated Afghanistan, Iraq, and the region for a period of 20 years. There was just never a solid exit plan. None of those states could have done that.
