No, it’s not, and very few dem locales have actually acted on defunding

Policing. The 7 minute video is a hit piece entirely focused on the slogan. But NYC dems, for instance, just nominated the one former cop out of a field crowded with “defund” type progressives for mayor. Nationally, the nomination of Biden was a loud rejection of the defund supporters embodied on the Bern and Warren (to a somewhat lesser extent) sides on the progressive left.

I don’t blame repub wingnuts like you for ignoring all that, and in politics, parties always try to associate their opponents with the lowest common denominator. So in truth, the fact that you’re living in a propaganda fantasy world doesn’t matter. The dems did put the weapon in your hands, so I can’t blame you for using it.
