Some context for that

Biden said that "once the political season is under way, and it is, action on a Supreme Court nomination must be put off until after the election campaign is over."

So since Trump is officially holding campaign rallies for 2020, I guess the Biden Rule is back in effect?

Also, he said after the election. So, if they followed his proposal, they would have had the nomination process in November after the election so that it wouldn't be political. His reasoning to hypothetically delay wasn't so the people can decide via the Presidential vote whether it's a liberal or conservative justice. It was about not having a political back and forth weeks away from the conventions in what is supposed to be a process that is non-political. Judging by yesterday's Comey hearing, I can't imagine a non-political hearing any time soon over anything.

Given how political everything is now, the 24 year old hypothetical proposal doesn't seem like an ironclad rule. Things are always political, and elections are always on everyone's mind. We would never elect another Supreme Court nominee if we followed the Biden Rule.
